Fix the Mayor enforcement guidelines or rules#667

The motd details the laws that are allowed detail making “all weapons out” not allowed to prevent confusion with licenses. e.g > Making “all weapons” AOS (this confuses cops with the weapon checker), But then there is a small note in the enforcement guidlines e.g - Making “Weapons out” AOS is not allowed preventing a mayor from making knives or melee weapons aos. when the original rule doesnt state this. please remove from the enforcement guidelines or change the description in the rules

I big agree on this, ive seen this cause huge stirs so many times
