fix cc's#615

so essentially, cc’s are just thiefs (sometimes) but they cannot raid bank? i believe there is an issue with that. please fix it.

they cant? yeah if thats true it should definitely be fixed. Also give pd ccs access to pd doors

so here is a list of problems the ccs have,
your listed issues
the ccs hit boxes are error
the ccs lack any surrender or cuff animation, i would add to mine if noob told me the secquenses
and due to the error hitbox no headshots
going to other servers allows extra cc changes
cc changes on other servers do not propperly update till server restart
cc hands do not show thanks to the server not mounting the files
maybe more

noob has confirmed that cc hitboxes being error is intended
