Hobo king should be able to build in streets#1001

literally the same thing as a hobo but you have a different model, you get a show and can change agenda its quite stupid building on the street would be a better thing for the class in my opinion

I general we allow Hobos to build in the streets unless they are causing an issue then the rule would be enforced. It is one of the rules we generally dont enforce unless needed.
